- Every defensive player in the key or the four feet extending past it must actively be guarding someone within three seconds or be called for a defensive three seconds violation.
- The offensive team has eight seconds now instead of 10 to advance the ball past the midcourt line.
- The hand-check guidelines have been changed to allow for incidental contact as long as it doesn't impede the offensive player.
Interpretation:
DEFENSIVE THREE SECONDS:
The count starts when the offensive team is in control of the ball in the frontcourt.
Any defensive player, who is positioned in the 16-foot lane or the area extending 4 feet past the lane endline, must be actively guarding an opponent within three seconds. Actively guarding means being within arm's length of an offensive player and in a guarding position.
Any defensive player may play any offensive player. The defenders may double-team any player.
The defensive three-second count is suspended when: (a) there is a field goal attempt, (b) there is a loss of team control, (c) the defender is actively guarding an opponent or (d) the defender completely clears the 16-foot lane.
If the defender is guarding the player with the ball, he may be located in the 16-foot lane. This defender is not required to be in an actively guarding/arms distance position. If another defender actively guards the player with the ball, the original defender must actively guard an opponent or exit the 16-foot lane. Once the offensive player passes the ball, the defender must actively guard an opponent or exit the 16-foot lane.
Penalty: A technical foul should be assessed. The offensive team retains possession at the free throw line extended. The shot clock shall remain the same as when play was interrupted or reset to 14 seconds, whichever is greater.
EIGHT-SECOND RULE:
The offensive team has eight seconds to advance the ball to the frontcourt. It had previously been 10.
INCIDENTAL CONTACT:
Incidental contact with the hand against an offensive player shall be ignored if it does not affect the player's speed, quickness, balance and/or rhythm.
